How do you set up a SharePoint site?

A colleague in a different area to me wishes to set up a SharePoint site for her area. When my SharePoint site was set up, it was done so via request from a member of the IT dept called Chris Rail. As he no longer deals with SharePoint, can you tell me how a team site should now be requested?
