I was wondering if there is some screen capture software for making instructional videos that is already available on UAL machines or ?

we don't have any software installed specifically for this purpose. I don't know if any of the Creative Cloud apps can do this, but it could be an option for you.
If you need to do this then please log a request with the servicedesk and we can look into this for you.
